Responding to an Energy Plan-Check Correction

Use a comment-response matrix, a worked window-schedule correction and a revision checklist to keep energy reports and permit drawings coordinated.

01Diagnose the comment before changing the report

An energy correction may concern missing information, inconsistent schedules, a compliance assumption, the wrong form family or an actual design issue. These require different responses. Gather the exact correction letter and the documents the reviewer saw; a newer file on someone’s laptop is not necessarily the submitted record.

Confirm the permit’s edition before regenerating output. The current default is the 2025 California Energy Code for applications on or after January 1, 2026, but a correction issued in 2026 does not by itself change an older permit’s edition. Ask the reviewing authority about refiling, expiration or a changed application scope.

02Build a comment-response matrix

For each numbered comment, record the following fields. Keeping each row tied to evidence is more useful than sending a broad statement that the report was updated.

  • +Reviewer comment identifier and exact issue.
  • +Cause: missing input, drawing mismatch, model assumption, form/signature issue or design change.
  • +Responsible party: designer, documentation preparer, installer or other relevant participant.
  • +Resolution and the specific revised sheet, schedule, model output or certificate.
  • +Revision identifier and any dependent changes elsewhere in the package.
  • +An unresolved question to return to the reviewer rather than an invented interpretation.

03Worked response: the window count does not match

Hypothetical comment E-03 says the energy report lists eleven windows while sheet A-6 lists twelve. The team first establishes the intended twelve-opening design. The preparer updates the model with the correct sizes, orientations and product values, evaluates the revised result and coordinates any necessary measures with the designer.

A useful response then says which report revision and drawing schedule now agree, and identifies any resulting changes to assemblies or equipment. It does not merely add a twelfth line to a PDF if the underlying calculation is still based on eleven windows. If the revised design does not comply, resolve the design before claiming the comment is complete.

04Revision-package checklist

Use the jurisdiction’s actual submission instructions; this list does not assert a local portal or fee requirement.

  • +Retain the original correction letter and a comment-by-comment response.
  • +Provide one controlling plan revision and the matching energy documents.
  • +Check project identity, permit edition, climate-zone basis and applicable form family.
  • +Reconcile glazing, assemblies, equipment and verification measures across schedules and forms.
  • +Coordinate required signatures and registry actions with the responsible parties; never recreate someone else’s certification.
  • +Keep superseded versions for history but identify them clearly so they are not resubmitted as current.

05When the original preparer or model is unavailable

Ask for the original editable model, input schedules and submitted output. Another preparer may need to reconstruct the documentation if inputs cannot be verified. A PDF alone may not contain enough information to reproduce the original assumptions accurately; identify that limitation before promising a narrowly scoped revision.

Acceptance remains the reviewing authority’s decision. Revised report preparation does not automatically resolve installation defects, replace required ECC verification or include field testing. If a comment concerns construction-stage certificates, route it to the installer or qualified rater as appropriate rather than treating every correction as a CF1R task.
