City Asked for Title 24? Plan-Check Documents and Revision Triage

Turn an energy plan-check comment into a clear upload packet. Identify missing CF1R/NRCC documents, reconcile plans and distinguish Free, $75 or custom revisions.

01Key facts / TL;DR

It depends what the reviewer means by “provide Title 24”: the missing item may be a design certificate, supporting scope information, a coordinated revision or a later construction-stage record.

No, every city correction is not automatically Free. Our modeling/report-error corrections are Free; changed architectural designs and major model rebuilds are different scopes.

Yes, upload the complete energy comment letter and current plans together. Include earlier energy documents and marked changes if available, rather than buying a replacement report without triage.

No, report preparation does not guarantee approval or control AHJ review time. Verify the recorded application date and applicable requirements with the AHJ; this is educational, not legal advice.

Revision triage

City sent corrections? Which revision bucket applies

We classify each request after reviewing what the city actually asked for. The cause of the comment decides the bucket, not the fact that a comment exists.

  1. Plan-check correction caused by our modeling or report error

    Free

    Applies when
The comment traces to an input we entered, a calculation we ran or a form we prepared incorrectly, measured against the drawings you gave us for that report.
    Key distinction
Not automatic just because the city issued a comment. Check whether a report was omitted from the upload, whether another preparer produced it, or whether drawings changed before assigning responsibility.
  2. Architectural or design revision after the report

    $75 flat

    Applies when
The design changed after we delivered: windows, insulation, equipment, orientation or similar edits that the existing model needs to reflect.
    Key distinction
Not every mismatch is a design revision. If the drawings match what we modeled and the report is wrong, that is bucket 1. We review before classifying.
  3. Full remodel of the energy model or major rebuild

    Custom quote

    Applies when
Large changes to scope, floor area, building type or systems, or a resubmittal that effectively needs a new model.
    Key distinction
Priced after intake, once we have seen the comment letter and current drawings. No price is set before review.

No report yet, or someone else prepared it?

First check whether the report exists but was omitted from the submittal. If no applicable design report exists, initial preparation is scoped as a new report at the published schedule. Another preparer's report needs review and is not automatically our Free error-correction scope.

What to upload

  • The complete plan-check comment letter, every page, not only the energy item
  • Current drawings as they stand now
  • Marked or clouded changes since the report, if available
  • Prior energy documents (CF1R or compliance forms), if available, including a report from another preparer

The upload accepts PDF, DWG and ZIP. If your comment letter is a screenshot or photo, place it in a PDF before uploading; image files on their own are not accepted.

Educational information, not legal advice. Revised documents do not guarantee plan-check approval. Confirm requirements and the applicable code cycle for your permit application date with your building department (AHJ). Price and scope are confirmed with you before work begins.

Decision checklist

Four steps to respond to an energy plan-check comment

  1. 1.Read and identify the energy comment

Keep the complete comment letter and identify the requested CF1R, NRCC, registration or drawing-coordination issue. Confirm the AHJ-recorded application date; do not assume every comment requires a new model.

  2. 2.Gather the letter, plans and reviewed report

Assemble the current drawings, the previously submitted energy documents and a marked list of changes. Preserve comment numbers and distinguish a report discrepancy from changes to the architectural design.

  3. 3.Upload the package for scope review

Use Get a Quote to describe the issue and upload plans privately after sign-in. Include the comment letter and identify the person coordinating the response. Submission is not payment or an approval guarantee.

  4. 4.Confirm the revision scope before production

Corrections caused by our modeling/report error are Free; architectural/design revisions are $75 flat; full remodeled models or larger resubmittals require a Custom quote after intake. The AHJ controls review and permit decisions.

Educational guidance, not legal advice. Verify the application date and requirements with your AHJ.

02Read the request before ordering another report

A short energy comment can describe several different problems. The reviewer may not have received any design compliance certificate, may be comparing the certificate with a different drawing revision, or may need evidence for a feature already claimed in the model. A general “Title 24” note should be narrowed to Part 6 energy compliance rather than assumed to include every part of the Building Standards Code.

Start by saving the complete correction letter, its date, the referenced drawing sheets and any earlier response. Preserve the reviewer’s wording. If the comment does not name the missing document or permit stage, ask the AHJ for clarification while assembling the packet. Do not remove uncomfortable comments or rewrite them into a narrower request; the surrounding items can explain the coordination issue.

  • +Missing design documentation: determine the building classification and correct CF1R, LMCC or NRCC pathway.
  • +Inconsistent documents: compare the actual submitted energy record with the submitted drawing revision.
  • +Wrong project boundary: identify whether the report covers the addition, existing building or tenant scope requested.
  • +Missing registration or verification reference: establish the code cycle, claimed measures and responsible party.
  • +Construction-stage request: check whether installer or field/acceptance documents—not another design report—are needed.

03Four steps from comment letter to a scoped request

1. Read and classify the comment. Separate missing documents from contradictions, design changes and later field responsibilities. Record the AHJ and building-permit application date. For applications on or after January 1, 2026, current statewide guidance is the 2025 California Energy Code; confirm older or refiled applications with the AHJ rather than switching cycles because the correction arrived in a new year.

2. Gather a matched document set. Pair the complete comment letter with the plan revision actually reviewed, the current proposed set, prior energy documents and a concise change list. Label which files were submitted and which are proposed replacements. If only a screenshot is available, include it in a PDF; the current plan-upload route accepts PDF, DWG and ZIP, not an unsupported image-file promise.

3. Upload the packet through Get a Quote. Sign in to associate plans with your private account, describe the correction and select the new-report or revision purpose that fits. For revisions, select the reason and explain uncertain responsibility in notes. The form is a request for scope review, not a payment or automatic production acceptance.

4. Confirm scope and ownership before production. We distinguish report-side changes from drawing changes, identify missing inputs and confirm the revision bucket. The designer or installing/verification party may need to provide separate work. Agree which sheets, schedules and documents will form the coordinated resubmittal; the AHJ—not this website—determines whether the response satisfies its review.

04Which revision bucket actually applies?

A comment caused by our modeling/report error is Free. If the client or architect changes the design after the report, the published architectural/design revision is $75 flat. A full remodeled energy model or major rebuild is custom after intake. A missing initial report is a new-documentation request, not automatically a free correction or a $75 revision.

Responsibility cannot be inferred from a mismatch alone. The energy report may contain an incorrect input, the drawings may have changed, or the submitted files may belong to different revisions. Send the evidence and identify who prepared the earlier report. A comment on another preparer’s work does not create a promise of free correction by Title 24 Lab; scope is reviewed before a price is confirmed.

05Illustrative recovery: window, HVAC and registration comments

ILLUSTRATIVE ONLY. A residential addition receives three comments: the CF1R fenestration assumptions differ from the window schedule, HVAC efficiencies are absent from the mechanical sheets, and the submitted certificate needs its applicable registration status confirmed. This example is not an assertion that every addition needs the same measures or local review procedure.

For the window item, compare the reviewed schedule, product-supported U-factor/SHGC values and original report inputs before assigning responsibility. Correct the energy record if the input was wrong; the designer coordinates drawing changes when selections changed. For HVAC, identify the supported equipment assumptions and have the responsible designer show consistent information on the relevant sheets. A report preparer does not become the mechanical designer.

For registration, establish the applicable cycle and whether the design includes required ECC measures. Where registration is required, coordinate the correct registered design document for submittal through the applicable process; a loose blank PDF is not a substitute. Finish with a comment-by-comment response identifying the updated records and sheet references. Do not claim that replacing the CF1R alone resolves every part of the correction letter.

06The upload packet: show the reviewer’s question and the design change

A useful packet makes document history understandable without a phone call or guessed assumptions. Keep the reviewer’s comment numbering intact and match your notes to those numbers. Mark unknown facts explicitly. When a contractor, architect or owner uploads on someone else’s behalf, confirm permission to share the plans and identify the lead contact and intended billing party in notes.

  • +Complete energy comment letter or screenshot incorporated into a PDF, including referenced items.
  • +The reviewed drawing set and current proposed drawings, clearly named by revision/date.
  • +Prior CF1R/NRCC or other applicable design documents, including registered copies if available.
  • +Marked plan differences, product/equipment substitutions and a brief explanation of who changed what.
  • +Project address, AHJ, recorded application date, building type, scoped area and units.

07What a recovery package does—and does not—promise

Depending on the confirmed scope, design-document work can include corrected inputs, revised compliance records and coordinated notes identifying what changed. A rebuilt model needs its own intake agreement. The responsible design team still owns drawing revisions, and installers, qualified ECC verification providers or acceptance-testing parties retain their applicable construction-stage responsibilities.

Rush remains the published optional +$99 residential or +$149 commercial for next-business-day production after complete inputs. It is not an unconditional 24-hour promise and does not shorten city staffing or review queues. Field testing, acceptance testing, registry/document-registration fees, CALGreen and AHJ plan-check/permit fees are separate from report preparation. CEC sources explain code concepts, not our prices.

08Six questions when the city asks for Title 24

The comment only says “provide Title 24.” Should I buy a new CF1R?

Not without clarifying the request. Send the full letter, plans, building classification and permit stage. The need could be CF1R, another design family, supporting coordination or construction-stage evidence. Ask the AHJ which item it needs when the wording is ambiguous.

Is any city plan-check correction Free?

No. Corrections caused by our modeling/report error are Free. Architectural/design revisions after the report are the published $75 flat tier; a full remodeled model or major rebuild is custom. Missing initial documentation and another preparer’s report require scope review rather than an automatic free promise.

Can I upload a screenshot of the comment?

Include the screenshot in a PDF, since the current plan-upload route accepts PDF, DWG and ZIP. Send the complete correction letter when available and include the drawing set being reviewed. A cropped sentence alone may omit the information needed to classify the task.

Which code edition applies if the city responds in a later year?

Confirm the recorded building-permit application date and project circumstances with the AHJ. A later correction date does not by itself establish a new edition. Current guidance uses the 2025 Energy Code for applications on or after January 1, 2026.

Does report preparation include field verification or acceptance testing?

No. Design compliance documentation is distinct from installer certificates, applicable ECC field verification and nonresidential acceptance work. Registry fees, CALGreen and AHJ fees are also excluded. Identify the actual missing stage before ordering a replacement design report.

Will a corrected report guarantee approval or a permit date?

No. We can confirm the agreed design-document scope and coordinate report-side changes; the AHJ decides whether the submittal meets its requirements. City review time and separate parties’ work are outside that production scope. This is educational guidance, not legal advice.
