Do I Need Title 24 for a Garage Conversion?

It depends on the approved existing condition and proposed use. Turning an unconditioned garage into living space usually needs energy documentation, not just a new room label.

01Key facts / TL;DR

It depends whether the garage becomes conditioned living space, an independent dwelling or remains unconditioned storage.

Yes, converting unconditioned area to conditioned space usually creates an Energy Code compliance task even without enlarging the footprint.

No, calling a project “just a garage” does not establish an exemption or a particular form.

It depends on the AHJ-confirmed existing condition, application date and affected components.

Garage conversion scenarios and possible energy documentation
ScenarioDocuments, scope and what to send
Garage to ADUA separate dwelling unit

Documents: Possibly a CF1R, depending on project classification and regulated scope. Not automatically a full model.

What decides it: Classification, conditioning, permit application date and the AHJ.

Send: Floor plan, elevations, window schedule, proposed HVAC and water heating.

Habitable accessory spaceNot a separate dwelling

Documents: Possibly a CF1R or alteration documentation, depending on how the space is classified.

What decides it: Whether the space becomes conditioned and how the AHJ classifies it.

Send: Floor plan, wall, ceiling and window changes, and any conditioning equipment.

Unconditioned storageParking, tools or storage

Documents: Not an automatic exemption. Lighting or other altered scope in the permit may still need documentation.

What decides it: Whether it stays unconditioned and what the permit actually alters.

Send: Floor plan and any lighting or electrical scope.

Educational information, not legal advice or a compliance determination. Confirm requirements and the applicable code cycle for your permit application date with your building department (AHJ).

02Start with before and after, not attached versus detached

The first distinction is the existing conditioning status and the proposed use. An attached garage converted into a bedroom, an independent ADU created within a detached garage and a retained unconditioned workshop are not identical energy scopes. Being detached does not make every conversion newly constructed, and retaining exterior walls does not automatically make it a minor alteration.

The CEC’s 2025 ADU FAQs explain that conversions of unconditioned spaces into conditioned spaces are treated as additions for Energy Code purposes, including attached and detached garage conversions. Converting existing conditioned area into an ADU instead follows alteration framing when regulated components change. Those classifications concern energy compliance, not permission to establish a dwelling.

For a home office or bedroom rather than an ADU, document the proposed conditioned area and connections to the existing dwelling. The designer and AHJ should establish the actual building/use classification. A private entrance, a sink or a project nickname alone is not a complete classification analysis.

03Garage conversion decision checklist

Use this checklist before asking whether a CF1R is needed.

  • +Existing condition: show approved drawings or other supported records identifying the garage and its current conditioning. Flag undocumented heaters or earlier unpermitted work for AHJ review.
  • +Proposed use: distinguish a room serving the main dwelling, an independent ADU/JADU proposal and storage or workshop space. Explain cooking, sanitation and system arrangements without assuming a planning entitlement.
  • +Energy boundary: mark newly conditioned floor area and volume, retained conditioned rooms and the surfaces separating each from outdoors or unconditioned spaces.
  • +Changed components: identify new/replaced windows, garage-door infill, insulation, HVAC, lighting and any hot-water work. Separate retained components from proposed ones.
  • +Permit basis: record the reviewing agency, application date and requested documentation. Include complete comments and the reviewed set if this is a correction.

04When residential CF1R documentation enters the project

Where the single-family form family applies, CF1R documents design compliance for the selected project scope and pathway. Newly conditioned space commonly requires a defined addition analysis rather than an assumption that the original house report covers it. The CEC existing-building chapter and current forms catalog provide the relevant starting points.

Prescriptive and performance approaches need different inputs. Do not select an existing-plus-addition model merely because a garage touches the house, or assume an addition-alone boundary removes requirements for altered existing components. Resolve the supported boundary with the preparer and responsible designer before ordering the final package.

If the garage belongs to a multifamily or mixed-use property, confirm classification and form families instead of assigning a house’s CF1R automatically. For commercial workspace, the residential room-conversion discussion is not a substitute for defining the nonresidential scope.

05The old garage shell needs supported inputs

A garage-door opening replaced with a wall changes the envelope description. Identify proposed wall construction, glazing and insulation rather than entering values from a nearby house room. Existing wall or roof conditions may also be unknown; “existing” is not a supported insulation value.

Supply window dimensions and the selected or provisional U-factor/SHGC, together with roof, floor and wall information relevant to the conditioned boundary. The energy documents and architectural schedules must agree. Product selections can remain provisional during an early study, but the final permit package needs resolved, supportable assumptions.

For space conditioning, say whether the proposal extends an existing system or adds separate equipment. Include the served areas and designer-provided equipment information. For an ADU, identify water-heating arrangements too. Report preparation does not design HVAC capacity, distribution, electrical circuits or the building’s structural conversion.

06What if it remains storage or a workshop?

A project that truly retains unconditioned storage with no relevant envelope or system changes may present a different energy-documentation question. Ask about the actual work rather than purchasing a whole-house model solely because a garage appears on a permit. This guide supplies no blanket garage exemption.

Explain any new equipment, lighting or enclosure work even if the room is not intended as living space. A future intention to heat the room is different from an approved current scope. Do not leave proposed conditioning off the plans to obtain a more favorable documentation answer.

Earlier unpermitted work requires its own review. The CEC ADU guidance directs applicants to the building department to determine how compliance should be demonstrated for previously unpermitted construction. A pre-existing mini-split is not, by itself, proof of approved conditioned area or an accepted older code edition.

07Worked example: the same 420-square-foot garage, different questions

ILLUSTRATIVE ONLY: a 420-square-foot garage is proposed as a conditioned office serving the house. The initial packet shows only a furniture plan. The preparer requests the supported existing condition, proposed conditioned boundary, garage-door infill details, window schedule and HVAC scope before identifying applicable addition documentation.

A second proposal retains that same area as unconditioned storage and describes no affected energy components. The applicant asks the AHJ what documentation belongs with that narrower scope. Equal square footage does not establish equal report needs, and this comparison grants neither project a permit exemption.

If the first proposal changes to an independent ADU, the team revisits classification, dwelling count, domestic hot water and other scope details. It does not simply rename the office certificate. No passing result, local ordinance or guaranteed delivery date is implied.

08Application date and a useful quote packet

The 2025 Energy Code applies to permit applications on or after January 1, 2026. Confirm the AHJ-recorded date, especially for an old garage proposal being revived or newly filed. The age of the garage, the date a drawing was started and construction activity do not establish the applicable edition.

Send existing/proposed plans, supported conditioning status, schedules, assemblies, mechanical/hot-water information and unresolved questions. PDF plans are useful; DWG or ZIP support can accompany them. Mark assumptions instead of inventing values. Use the published residential square-footage and dwelling-unit framework, not a separate invented garage-conversion price.

Applicable CF2R installation records belong to installers, while required CF3R verification belongs to qualified ECC-Raters. ECC is current terminology; HERS may appear in older-cycle records. Design documentation does not include field testing, acceptance testing, registry fees, CALGreen or AHJ fees.

09Six garage-conversion questions

Can unchanged exterior dimensions still mean an energy addition?

Yes. Creating conditioned floor area and volume from previously unconditioned space can be an addition for energy purposes. Show the existing/proposed boundary; the exterior footprint alone does not settle the classification.

Is every garage bedroom an ADU?

No. Establish the proposed use and dwelling classification with the designer and AHJ. Energy documentation does not itself authorize an independent dwelling or determine planning eligibility.

Does an old heater prove the garage is already conditioned?

Not by itself. Supply approved records and identify undocumented work. Ask the AHJ how existing conditions and any previously unpermitted construction should be treated.

Must every storage-only garage project buy a whole-house model?

No universal requirement is asserted here. Describe any affected components and confirm the actual permit evidence; do not assume either a full model or a blanket exemption from the garage label.

What if the office later becomes a separate ADU?

Revisit classification, unit count, hot water, HVAC and documentation scope. A design prepared for one room use is not automatically a complete independent-dwelling package.

Does ordering CF1R include the construction verification records?

No. CF1R design preparation, installer CF2R certification and required ECC-Rater CF3R verification are separate stages. Coordinate the handoffs and confirm the services/fees included before work starts.

10Choose the next documentation step

Use the published residential/commercial square-footage menu to understand report pricing, then send a scoped request rather than assuming a full model is necessary. Field testing, acceptance testing, registry fees, CALGreen and AHJ permit fees are separate. Intake is not payment, production acceptance or permit approval. This is educational information, not legal advice; confirm the applicable requirements and documentation with the authority having jurisdiction (AHJ).
